DPA: is an agreement between a data controller (such as a company) and a data processor (such as a third-party service provider). It regulates any personal data processing conducted for business purposes.
So that being said if this does not get filled out. The District/we could get sued by the Cyber Insurance company.

As of now this also needs to be done whenever your subscriptions get renewed otherwise funding for it gets withheld.
